Again, you're misinterpreting the amendment and the historical background behind it. Well regulated didn't mean heavily restricted by laws, it meant well regulated in the sense of preparedness, well trained, organized. This was actually affirmed by the Supreme Court, District of Columbia v. Heller:

“The adjective ‘well-regulated’ implies nothing more than the imposition of proper discipline and training.”

Interesting because the same case also says laws regulating firearms is legal as well. Including bans of certain weapons.
