it looks as if he has tied it off (could be wrong) but it seems as if hes holding the end of a white piece of fabric as if hes keeping it tight around the leg

Some of the phrases I could understand (there are a lot of voices in the background). Most are from the louder guy, the one who's filming (I guess)

Hard to translate, it's a common sarcastic expression. The guy says it many times.

"Cuando se descuiden estos azules no sabés como te vamos a dar"
(When the blues (cops) turns away you have no idea how hard we're going to hit you)

(Someone in the background) "no lo van a levantar, lo van a sacar directamente en un cajón"
(They're not going to pick him up, they're going to put him in a casket directly)

Ironic comment about the poor quality of the medical services in those cities (Merlo and Moreno) probably around the place it happened. This is west of Buenos Aires.

Salame is salami, slang for a dim witted. And she's talking about the stick in the tourniquet, maybe it's the voice of the doctor who helped him.

And here's the news bit (as usual translated for my non Spanish speaking friends here in DR), from Canal 26 (Channel 26)

Las impactantes imágenes de un video llegaron a Canal 26. En ellas se muestra a un motochorro desangrando tras haber querido cometer un robo.

Resulta que un hombre llegaba a su casa tras haber ido al banco cuando una moto lo interceptó y se le vino encima intentando robarle. En ese momento, comenzó a gritar y sus vecinos salieron a la calle para ayudarlo.

Ante esa situación, uno de los delincuentes logró escaparse mientras que el otro intentó fugarse en su moto pero fue atropellado por un colectivo y perdió una pierna.

Comenzó a desangrarse en la calle, las imágenes eran impactantes y los vecinos no podían creer que lo que estaban viendo. Una médica que caminaba por el lugar, lo ayudó, le hizo un torniquete para que dejara de sangrar y fue insultada por su actitud. Algunos hasta quisieron golpearla porque querían que dejara morir al ladrón.

Indignados por la actitud del sujeto, hasta lo golpearon y lo dejaron en el suelo hasta que fue asistido por la policía.

El hombre que vivió el intento de robo está asustado porque el otro ladrón está suelto. Otro hecho más de la inseguridad que azota por estos días.

The shocking images of a video reached our desk here at Canal 26. In them, you can see a "motochorro" (thief riding a bike) bleeding after a robbery attempt.

A man was about to get home from the bank when he was intercepted by two robbers on a bike, one of them jumped over him to rob him. The man started to scream and that called that attention of neighbors that went out to help him.

That prompted on of the robbers to escape on foot while the other tried to run away in the bike but was ran over by a bus and lost a leg.

He started to bleed over the street, the images were shocking and the neighbors couldn't belive what they were seeing. A doctor that was passing by help the robber and put a tourniquet to stop the bleeding. The crowd insulted her for helping the robber, some even tried to attack her because they wanted the robber to die.

They were so outraged by the attitude of the robber that they hit him in the floor until the police arrived.
