Actually, that's an electrical power line insulator, and probably polymeric rather than ceramic. They're regularly installed on the power towers to hold the electric stream back from spilling to the undesirable location from the overhead conductors, but they're obviously not designed to keep some douchebag with a deathwish safe while playing Tarzan...
