The reluctance of the crowd to act can easily be attributed to their fear of being shot, but in my opinion the most despicable subject in this video is the dude with the gun.

What the facking fack, dude ? The guy is already on the ground, he's had the brains smashed out of him, what the fack is the purpose of shooting him in the head? To kill a man who's already dead?
To waste the bullet? To remind everyone that you're still there? To prove that you're a man?
