At this point...the government needs to just mass educate people from these areas on how to assist people who are injured and/or dying. Not sure if it would deter crime, but at least, people could help these victims...
Although...mere assistance from a bystander wouldn't have helped much in this guys case, he got nicked/cut in a major artery....

Do you's think the blood supply to his brain was cut off and his brains been starved of oxygen which is why he passed out? and then brain damage set in and thats why he moves like that on the ground?

Yeah, he was probably bleeding out internally and the loss of blood pressure made him go down. At least that's my "highly educated" assumption.
