Brazil, May 28, Videos circulating on social media shows Military Police officers witnessing the execution of a mechanic, 34.

The victim was unconscious, lying on the ground, with blood stains on his left arm and head. Witnesses say that he's "still alive" and "is breathing".

A person dressed in camouflage and combat boots approaches, moves the victim's face with his foot, lowers his right hand, holding a black gun and fires two shots at the man's face.

The video reveals that the shooter wears a shirt with gray sleeves. A second video, which also circulates on social networks, shows the dead mechanic being carried by 2 men dressed in camouflaged pants, gray shirt and bulletproof vests. The victim is placed in a Military Police vehicle.

The cousin of the victim, told his cousin left home on Thursday afternoon (28), on the back of a motorcycle driven by his friend to watch a football game 30 km from where they live.

In that city, opposite a restaurant, there was a blitz with 3 policemen. "My cousin was on the back of the motorcycle and the bike owner bought the bike so it wasn't stolen". At some time a vehicle, probably from a civilian guard, blocked the path of the motorcycle and shots were fired from the vehicle.

One bullet hit the motorcycle rider in his foot and another hit the cousin on the back, who fell to the ground and lost consciousness. "The shot was in the lower back and he also broke his neck, "the cousin explains.

The motorcycle owner got hospitalized for the wounded foot. The cousin said he and the girlfriend of his cousin were the only ones from the family who watched the videos of the execution.

"We want justice. They put a picture of my dead cousin up saying that 2 assailants were killed because they were stealing. We are not rich, and i put my hand in a fire for the integrity of my dead cousin. He was not the assailant the police were speaking of. If you look at the criminal history of my cousin it shows he had none, not on anything. It was a good man and mechanic.

In a statement, the Department of Public Safety states that the victim was being suspected of robbing a business, there was an exchange of gunfire with the police and the one who fired the deadly shots was identified as a civilian guard who worked for the city.

The Department also states that the alleged shooter acted on his own and would have fled the site after firing the 2 shots, but one video shows that the man who shoots carries the body, helped by a PM, towards a MP vehicle. The shooter left the site in a police car.

Regarding the man suspected of the murder on the afternoon of Thursday (28) the State Government, through the Ministry of Public Security, explains that:
1 - The main suspect to commit the crime is identified and he is a, municipal employee/civilian guard, that after a police chasing the two suspects from carrying out an assault on a business, approached the man and shot him with two shots.
2 - During the police operation, there was an exchange of fire between robbers and police and a suspect was shot, dropped the motorcycle and the passenger hit his head on the ground. At this time, the guard approached the site and shot the suspect for the practice of robbery, without the presence of police officers, who were in pursuit of another individual and making an arrest.
3 - The Military Police conducts investigations to arrest the civilian guard who escaped from the site. Police also ordered the Military Police General in Command to investigate the circumstances of the entire operation and to take legal steps.

A journalist tried to contact the mayor by phone but no one answered the calls.

The president of the Human Rights Commission in Brazil said in an interview that it actually was an execution of a person who was in police custody. And that person performing the crime appears along with other members of the state security forces with a support vehicle, perfectly identified.

"We are facing a scenario of a crime committed by Police/security officers forces in conditions that equate criminals, "he said.

About the suspect in the murder of the robber, 35, last Wednesday (28), the State Government, through the Secretariat of State for Public Security, explains that:
1 - Having access to images showing the execution of the victim and having the identification of the shooter, who was an official of the municipality, as the prime suspect of the crime, the police intensified efforts to make the arrest of the offender.
2- The military police started an administrative proceeding to investigate the involvement of the military police, which, as shown in the pictures, gave cover for criminal activity and ordered immediate representations to the corporation's General Command.
3- The State Government strongly condemns the brutal and cowardly way in which the suspect, who participated in a robbery, was executed and shall take all legal measures to punish those responsible for the crime.

They sound pretty sure that the guy shot was part of the robbery. Wonder if there's any camera footage of that. Not that it would really explain why an unconscious suspect was shot like that. Does look like he's checking the suspect's head injury, but it doesn't seem like there's enough to tell one way or another if he would have recovered.
