Probably because these countries are run by a warlord, a corrupted government or, as in this case, the Mexican cartels.

They don't care what happens to the regular people, as long as the money keeps rolling in.

And the money will keep rolling in and the drugs shipped out. It will never stop. Same with these “executions”
