If the photo Tyrantus provided is of the actual crime scene, it definitely did not take place in the Americas. Uniforms don't match anything seen in North or South America. Based on the buildings in the background, I'm going to guess eastern Europe. With that information, I did some extensive searches, but alas I found nothing. As a last resort, I sent Tyrantus's image through a reverse image search. Turns out the incident took place in Romania, Sibiu county to be precise. The perpetrator is a teenager from Germany.
