That just happens with lower quality ammunition or 'range ammo' as it may be.

Also, AP ammunition generally doesn't create this effect, for those wondering. Nor would they likely use it for the soft targets they were going for.

It's probably just cheap ammo. Low quality powder sparks like crazy.
