Because when police are trained they are instructed to aim for the largest centre of mass, the torso.! Why's that you ask. well consider the variables. Is it harder to accurately hit a limb? does the trajectory of the bullet have the ability to continue travelling through a limb or possibly ricocheting, either way hitting another person. Will aiming for a limb aggravate an armed offender and give the ability to retaliate and become a further threat to the public? Consider the variables before making those calls. when drugs and mental health issues are involved, its difficult to predict an outcome at the best of times. its all well and good for the public to criticise the way a police officer handles a volatile situation with a someone at the end of their life but im not seeing any great examples of how people in general are handling the sensitive issues of themselves or those around them during their lives!
