1. Cops are trained to continue firing until the threat is stopped, generally this means the man has fallen to the ground. 2. A shot to the knee/shoulder will not stop all people so it can't be employed as a reasonable tactic, also both of those targets are extremely hard to hit. 3. A shot in the leg or shoulder can leave the suspect dead all the same, as either targets are extremely close to the femoral artery and heart respectively. 4. If anyone, cop or CC fires at a place on the body, intending not to cause mortal wounds, then they obviously did not feel it was "either the bad guy or them" and had to shoot in self defense. In conclusion shooting people in the knee or shoulder, can cause very rapid death, is extremely hard to do so will in most cases led to projectiles missing their targets and all bullets that don't hit your target will hit something you didn't want to be shot, and to top it off intentionally shooting people in "non-lethal" areas is a legal nightmare. |

The only people who think "why don't they shoot them in the leg?" are dumb people. Cops are trained to shoot center mass. Why? Because it's a bigger target. You shoot at a smaller target, like a damn knee... Your risk to miss and hit an innocent bystander.
