Time was on their side. He was complying with directions to remain on the ground. No harm in having him just lay there until sufficient help arrives. Another benefit is that if he was in excited delirium from a lethal drug overdose, it is better to have him die laying in the street having never been touched by law enforcement.

Talk to him long enough, suspect may come down some from their high and peacefully surrender. They didn't have him in a position to handcuff when they approached. He wasn't searched and was laying on his stomach. He could have had a pistol under him.


He only got the pain compliance aspect of the TASER, but not the neuromuscular overload. Probes had about a one inch separation (not counting the female officer's probe in the hand. She actually could have pulled the trigger for another five second discharge, then grabbed his ankle with her hand.)

Suspect got the equivalent of a drive stun. The drive stun was taught in the original TASER classes where the cartridge is remove and the end of the TASER is placed against the suspect. I found that to be counter productive pretty much because the suspect will try to grab the TASER wherever it is pressed against their body. Got to get that electrical overload on their nervous system.

If you haven't recertified on TASER in the last few years, the update when that close is to discharge the cartridge into the best target area, then use the leads on the end of the cartridge attached to the TASER and press it as far away as possible from the probes. That ensures that sufficient muscle mass is subjected to the TASER and neuromuscular disruption is achieved.

Her TASER. Had it been her pistol she would have had a hole in her wrist. Two handed hold on weapons keeps that from happening.

What you see coming out isn't the size of the dart end of the probe. That larger piece is what pushes the probe forward from what is essentially two small barrels in the cartridge. TASER uses compressed gas to launch the probes. If it used gunpowder, by definition, it would be a firearm.
