Looks like he's using a suppressed .22, with low velocity ammo (so it won't make a sonic crack) it often doesn't have enough recoil to cycle the action, so he has to cycle it manually.

They would have never made it past the first checkpoint if we were still there! It looks like the Iraqi army has gotten lazy and forgot some of the things we taught them. That hit squad looked extremely well trained!
