Guatemala, an inmate tried to escape from prison but died after touching the electric fence that surrounds the prison.   K.S.R died at the scene. |

i would guess that in the US, electrified fences on prison grounds would be deemed "inhumane" and a "violation of human rights".

Not true, although there is talk that lethal electric fences might be a violation of the 8th amendment, which forbids the use of “cruel and unusual punishment,” and the indiscriminate use of lethal force by an automated device would likely not pass that standard, but it's not been challenged in court. In California, well known for it's relatively liberal views, there are over 2 dozen state prisons with lethal electric fences. Alabama. Arkansas, Nevada, and Missouri all use lethal electric fences and there's federal prisons with them too. Granted they are all so called stun/kill fences, that is they initially deliver a non lethal jolt, but will then deliver a lethal one if the attempt to climb continues |
