I think they might believe that one person get electrical shock and can be saved by rubbing their body immediately to either discharge the electricity and/or help to circulate the blood flow and may be push out the excessive electricity in the body. No harm trying and better than do nothing. Just like Chinese believe that drinking more "Liang-cha" Herbs tea can prevent from getting COVID because its some kind of flu virus. You can buy a gun to prevent crime (instead of commit crimes). If you put a cross at home, it will prevent dirty thing (like demon, ghost etc) to come into your house, etc.

Pretty crazy that only took 1 to 2 seconds to die. From the Green Mile it took a long time to die that way. They should just bring back electrocution using whatever voltage and current are in these wires lol. Also less painful and faster than legal injection.
