The latter. He just stood there, already past the restraining gate arm, waiting until the train got close and then ran right in front of it. Had he wanted to cross the tracks he would have done so sooner.

You are probably right that it was a suicide, but worth pointing out that for the first few seconds the CCTV feed is paused. You can tell from the timestamp on the top right.
