I bet he was being OCD about somebody shoe-stringing a set of keys outside his balcony. They probably weren't even his keys. So many ways to die with that little chore: He used a housekeeping rag/glove and figured the plastic broom bristles would have insulated the other end. Then he leaned his body against the concrete railing, and after missing the keys with bristles, did a hasty reset and let the broom dance back into the wires. It looks like the circuit closed through the rod, his rag/glove and out through his thigh into the grounded concrete railing. Even if he wasn't touching the railing, the high voltage would have passed through his sandals into the concrete deck. |

That's why real countries have building and electrical codes. That's absolutely insane having power lines just a few feet away from a residence like that.
