I think you're being a bit unfair. All morgues will be receiving their share of ripe bodies. This is especially true in warm climates or seasons. The film only showed 5 bodies, and two of them seem to be immersed in some kind of preservative solution.

Ironically none is being left to rot here. This is a cadaver preservation facility. The cadavers are immersed in formalin for months. Then used in gross anatomy classes at medical schools. Notice the skillfully dissected cadaver in the first few minuets? the carefully separated muscle groups. The partitioned skull? Nice work!
