I guess no one has learned to swim in that area of China? I think the cops wouldn't get in because they would drown too?. Or maybe they're scared that in "rescuing" her, she would struggle with them and drown them too. I used to know an ex-lifeguard for the beaches, and he actually punched the drowning person because they were in rough waters and the person wasn't doing as he said, the victim panicked and kept pushing them both underwater. He thumped him a really good one and rendered him unconscious. He has no choice and in doing so, ultimately saved both their asses (and the victim later agreed when the ambulance arrived).

This is so ridiculous I don't even know where to begin. In the U.S. first responders (in this case the police) assess the situation which in this case is relatively calm waters. The officer that has confident swimming abilities (let's call him officer #1) would remove their duty belt, vest, and everything else they could while officer #2 keeps talking to them. As soon as she made a move, officer #1 jumps in right after her and drags her to shore. Instead, these idiots wasted time trying to form a human chain while she continued drifting away. I wouldn't call this a suicide, I'd call this incompetence and poor training.

Often those trying to save drowning people end up drowning themselves (the drowning person grabs onto them).

I'm Chinese and I don't expect the vast majority of us to swim. I only know how because I grew up in a white country.

Thus jumping into water over one's head is an effective suicide method in China. Given the government's emphasis on population control, I can understand that the authorities stop short of making strenuous efforts to thwart someone who is intent on ending his/her life.
