Also, note panic skid marks in a straight line. A PITted car spins out.
I did that once on a too-fast corner approach and found that my cheap Chinese tires left beautiful black stripes and slowed me down not a whit, leaving me at a sharp curve going straight and totalling my car and breaking my back.
I now have ABS and decent tires.

I had to rewind and watch it a few times but to me it looks like the cop did what I think is called a pit maneuver and that's what forced the vehicle into that truck.
Zooming in on the action it is clearly visible when the green car picks up forward speed as a force is applied behind it when the pit maneuver is done, the car goes to its right and the cop's car to its left (In full accordance to Newton's third law after a collision)

If we consider the physical forces involved everyone would agree with me that the police car had a momentum force comprised of two forces, one going forward and the other to its right (to the outside of the curve) as it entered the curve, but the impact with the green car sent it to its left and into the inside of the curve (completely opposite to the centrifugal force imparted by its curved trajectory!) , the only way for this to happen is that the cop's car hit the green car as it entered the curve.

Good analysis. I wonder if the cop is going to wind up with any of the blame. Probably not.
