That is a way in most Asian countries. The streets are not wide enough for the increased traffic and developments. Cars resource to park on the pedestrian spaces. I used to see that often in Vietnam and North East China. China is growing so fast but the infrastructure is not keeping pace with the growth. Sad event. The driver could have been drunk or literary inexperience driver.
