Not even close. This was a targeted shooting, probably cartel/drug related, and the gunmen knew exactly what they were doing.

This was in the news: The command that broke into the California Grill restaurant in Uruapan , Michoacán was aimed at liquidating the member of the Rural Cavalry Defense , José Fernando Abarca Montufar, state government sources said. After the crime, the federal deputy of the Labor Party , for the Apatzingán district , Francisco Javier Huacus Esquivel , confirmed that he had a family connection with the former rural guard. “Yes, it was obviously my brother-in-law. Two armed men stormed the California Grill restaurant , at close range they killed four people, including the former rural guard, brother-in-law of the Petista deputy .
