He seems calm, but I assume, if he knows what happened, what else can you really do for yourself, but to stay calm.. there is enough alertness to make him aware of needed to wipe his nose, that is intelligent, for just being shot in the head..

A person shot from a distance with a small caliber may not have enough energy to cause the skull to damage the brain beyond the surface near the entrance (through internal bevelling), and may leave a relatively clean path through with minimal shock to the surrounding tissues through the standard temporary cavity one might expect. It would leave a thin permanent cavity, and contrary to popular belief, would not likely 'bounce around' inside the skull.

The brain, while inelastic and considered fairly solid, is capable of still functioning with serious damage or missing portions.

This officer likely died of blood loss, as the brain is exceptionally vasularized on the exterior, and even the small amount of skull bevelling would likely sever several large or medium arteries/veins in the area.
