Looks like the only part that had an active current running through it was that light that both the girl and the woman stepped on. The dog didn't step on it, and actually appeared to sense the danger beforehand.

Had to go back and look..You are right. I figure it’s the second underwater light up. It has to be on a timer or something. Don’t know why the dog wasn’t hit though, thought water was a great conductor, so I don’t know if there was a range, unless bodies can soak up watts?? (I don’t know)
