the dog is the first to enter the frame, and it suddenly lurches backwards before they proceed...i guess only a small specific area was electrified, and the dog avoided it the second time.
or something.

It looked like one of the light fittings in the water may have caused it. Hence she only fell over when her feet came close/contacted that. And then the other woman pulled her back onto it.
