even the guy who took her out of the water does not look like that much in a hurry. He looks more like he was just taking her girl out on a walk... doesn't he know an emergency that needs haste when he sees one?

She was very limp, and people were handling her and moving her. It's obvious that nobody knew what to do, and everyone standing there didn't help - they should have stepped back to make room to help her. But curiosity overcomes common sense. Poor girl.
