I guess its made differently in different countries. Over here, as i was related to an uncle who used to oversee construction of fuel tanker lorries, it is made with thick sheet metal, about 10 or 12 mm ( just guessing but it is as thick as one of my index finger. all done manually. no machines except power tools, big hammers, chain blocks, etc... for bending it into a cylindrical form. with compartments inside. and they say it is more dangerous when only fumes were inside than when it is full of fuel.
