That picture is very similar to one I remember seeing being posted here years ago. Some Iraqi driver burnt to a crisp in his truck.
Wish I could find it.

First fuel trucks do not have “thick plating”. They are approximately 3/16” aluminum, this can be bent with the hand, and punctured with a screw driver and small hammer. Also, the compartments are vented and not pressure vessels.

Tankers are made of lightweight aluminum. At the top they are fitted with vented manlids. These manlids are designed to vent pressure in moments. If there was pressure building in the fuel chambers of the tanks, you would see bursts of flame going nearly straight up. However with this fire, the aluminum of the tanks probably just melted away dumping all the fuel on the puddle.
I guess its made differently in different countries. Over here, as i was related to an uncle who used to oversee construction of fuel tanker lorries, it is made with thick sheet metal, about 10 or 12 mm ( just guessing but it is as thick as one of my index finger. all done manually. no machines except power tools, big hammers, chain blocks, etc... for bending it into a cylindrical form. with compartments inside. and they say it is more dangerous when only fumes were inside than when it is full of fuel.
