The speaker is Ayatollah Kohmeini. The guy from Tehran verified that this video was shot in Iran. However, he says they were probably hung for political reason, not homosexuality.

Also, in the US, hanging and death by firing squad are still employed for capital punishment, which does have its spectators, so that practise still exists in the USA, though in western Europe, we moved beyond capital punishment "centuries" ago
