I don't think she was talking... I'm fairly sure that was agonal breathing.... after a brain trauma, or as the brain dies, it is the body trying to get last breaths. I've seen it just like that on asthma victims. The fact that they were not helping her or putting a tube in her throat tells me they may have given up on her already. Just guessing here.
