Your carefully worded statement is correct. However, while not acceptable legally or in the society as a whole, these practices are culturally sanctioned in many areas, particularly rural ones. In such cases, in such areas the functionaries of the legal system often look the other way unless considerable heat is applied to them.

You can see the dried blood that's already covering around her mouth. She'd been bleeding out for a little bit already. Perhaps the other relative was videoing in hopes to tape a confession of who did it to her before she passed, for evidence to local authorities. Wish someone could translate what the husband was saying in all his distress.

He was asking if her Dad killed her.. then at the end while crying he said "Oh my GOD she is so badly hurt"
