Why is that car on the railroad track?

I am from this area. The tracks are there because the public trams, yes "Tram", use the roads too. Think of an electric train car/bus.

Anaheim P.D.(Sta.#26) is a great agency. My Dad worked there for 32 years. And those Officers are trained well to be good shots—which is quite evident!!!
