this happened in Brazil, São Paulo capital, I know that place and although this was an MP according to kellyhound's post it's full of so called moto-boys because the whole city is permanently in a traffic jam and you can't get anything done by car, they are like bike messengers and get payed per delivery and usually very poorly.. they are really recless and race through lanes wherever they find room and it's allowed.
