I would guess the guy was seeking attention more than anything else since a fall from the third floor is only high enough to break your bones not end your life. If he was more serious (not that I'm encouraging this), he should've gone up a few more floors since the building looked tall enough.

What further sucks is that the power cable (or whatever that was) breaks his fall and so not only does his attempt to kill himself fail miserably, he ends up half naked on the cement.
