They probably mean he was bad mannered towards his superiors at work. It's no surprise to find police officers being extremely rude to the public and get away with it, but the superiors can fire you if they don't like you and just say you were repeatedly disorderly in some way or unprofessional or unstable.

You can tell this by the way the other people are reacting and retreating in fear away from him back into the club for shelter. Possibly off-camera, Stripe-shirt Guy may have actually pulled another gun on Bodyguard. Possibly Bodybuard responds by firing his own weapon or a warning shot at Stripe-shirt. The outcome is that Stripe-shirt Guy change his mind about getting involved or sticking around. Bodyguard is determined to control this "crime scene".
How do you know what is done off camera? Here's another perspective...

The people you see running are running out of the line of fire from the gun the bodyguard fires at the stripe shirt guy and then waves around. It does not seem as though the stripe shirt guy has a gun. If he did, he would likely shoot back or the bodyguard would disarm him rather than let him go. It is one thing to shoot someone who pulls a gun to your throat, but another to shoot at someone without reason of defense.
