The fence (with no gate) is meant to warn-off humans from entering the elephant pen. It's practically an invitation for kids to play chicken.

Gotta love blaming the attack on the elephant when this piece of shit was in the elephant's enclosure & knew better. Really hope they let the elephant live. I only wish it had taken out more than 1 of them.
