In our area they start bearing cement in the opening so they can not steal any more in a wiring, Everybody loves a well good Brazilian barbecue meal bon appetit |

The "Alta tensao" (High tension) warning on the metal cover should be enough to not want to go inside that manhole. |

Judging by his "tool" I bet he got an arc through the wound up electric cable wrapped around the handle. |
