That is the sound of the blue Dragon. When the sound cuts out that is the high voltage circuit kicking off, then auto re-closing. Usually set at three before it shuts down until linemen or substation closes it back in.

normal procedure is: firemen arrive, they see that power is on, do nothing, wait for electrician. Electrician arrives, he see, that fire is going on, doing nothing because firemen did not stop the fire.

Can you explain that again? I am just trying to figure out what is hot. Are they working on a line beneath the street? Use layman's terms, if possible, I'm very curious.
