I actually think the goats got themselves stuck and the guy was trying to save them. I think I'd call this Darwinception.

Isn’t this what the mountain goats do though?
Yes. They’re very good at running around on those steep cliffs. They do sometimes fall or get stuck though. I think maybe these goats couldn’t get back up and the guy was trying to rope them and pull them back up.
