El Salvador. W.R.L.H, 50, hit two women. One of the victims, a 89 years old and in a wheelchair, died at the scene, while the other was seriously injured and was taken to a healthcare center.

WRLH fled the scene after the incident. However, police teams managed to track down and capture him.

An alcohol test was performed showing he had 185° of alcohol in his blood.

I realize that the city lacks adequate sidewalks, but still... it is foolhardy and dumb to walk with your back towards traffic, and in the road like that.
At least cyclists offer a narrower profile towards traffic coming from behind, but these two sorry motherfuckers... "The Blind Pushing The Blind... Over The Edge—OF LIFE.

P.S. Since the woman in the wheelchair was obviously disabled, it was the duty and responsibility of the person pushing her to display better judgment; nevertheless, the disabled woman could've refused/protested the actions of the other.

But like I said... sadly... this a case of "The Dumb leading The Dumb."

They exposed themselves to unacceptable risk—the drunk driver only "collapsed the wave," as it were—to use a term from quantum physics.

Driver is an irresponsible criminal and needs to suffer the inevitable consequences, but the city is at fault too in some measure.

I watched my grandpa deal with life long injuries from being hit by a drunk driver in the 1940s while crossing the road. (Pop's nearly died @ 16.)

The driver's punishment? 4 years service in the Navy.
