The police were at fault too They didn't have any sign for another driver to slow down or be careful there as they get their hands on another accident |

Not to mention people staying on the scene of the first crash. Instead of removing themselves and staying on the side of the roadway. Because you should always expect a vehicle will come thru and crash into the crashed stalled vehicles in the road.
