in the middle of the road you are not supposed to hit them because it is the nice thing to do and it could be considered murder depending on the circumstances. but theoretically, if a pedestrian gets hit outside of the cross-walk, the driver may be able to get off with no charges if it was a genuine accident with no negligence on their part. if a driver hits a pedestrian while the pedestrian has the right of way, like in a cross walk, no matter what that driver is fucked.

A pedestrian can’t just cross the road as there are vehicles incoming/passing. This should be common sense. You can’t expect drivers to have to slam on their brakes because some pedestrian decided, oh, cars coming, I’ll cross right now.
Even at a crosswalk with no traffic lights, it would only make sense to be on alert and cross when it’s clear or the vehicles have come to a stop to allow you to cross.
