Being in a wheelchair doesn't excuse you from listening to cops when they're telling you to do something with their guns drawn. And don't tell me he was shot and in shock. His arms and hands seemed to work pretty well when he was moving around in his seat. Whether he had a gun or not seems irrelevant to me at this point. From what I saw, he made no attempt to show the cops that he wasn't armed. His hands didn't go into the air when they told him to raise them and he instead chose to reach into his pants.
