Same phenomenon if you pissed in a toilet in the southern hemisphere then flushed, it would flush counter clockwise. Tornados also turn counter clockwise.

It may well have been a reservoir, The water is flowing ninety to nothing, more like a river. But could be a release gate from a overfull reservoir.
