It can but how does that apply here?
I see a guy on a motorcycle who was waiting to see what the small blue truck was going to do. It looked like the small truck was going to turn right so the rider was waiting on that person’s decision. It’s the loaded truck driver behind that’s at fault completely not the rider being dumb.

That’s my take on what I see in the video.
