Or this was actually a portion of a Fentanyl patch. People cut them into portions of 16, and then keep them around the sublingual, or pressed up on their gums. They put just enough Narcan in that stuff to fight off any of the pleasant narcotic effects of the Opioid in it. I don't even know which one would wind up killing you first.
