it is hard to tell from the video, but it almost looks like only one wheel was spinning which is surprising . . . still a dick move even if it was mechanical, but the lack on tread on the tyres would not have caused the accident

Tires have tread to protect the tire from debris and materials that could puncture the tire. There is no upside to bald tires in any condition. If anything it's pure downside. Hit a pothole with one or run over a nail, you'll for sure end up pulling over the side if the road right afterwards.

That dick in the blue car could have caused another accident just for slamming the brakes to rubber neck. There are dozens of people who could have called 911. There's no race to be the guy who calls first. If I was the guy in the SUV with the cool lowering floor board, I would have cursed his ass out like he never heard before.
