They could very well be all the cars that were chasing this dude. They finally converge when the chase comes to an end.
Yeah, 7 cop cars to chase one guy for a stolen motorcycle in a third-world country. Yeah, it makes perfect sense and a good use of their limited police resources

Really? Then where did they all come from? It's not like they have a lot else to do. They can't screw with the drug lords, or their drug pals, or the politicians, or THEIR pals, so it kind of limits the policing you can do. So, one guy on a stolen motorcycle would probably be a big event in their day.
