Been at that region. Traffics dangerous as hell. I remember reading the local papers which stated that they had about 1000 traffic related deaths a year. The roads are so narrow and overcrowded that cars would swerve onto sidewalks just to get around another vehicle. I saw a couple of gruesome accidents when I was there in 2005.

Oh yeah some of the comments by the bystanders are: "That guy is a goner for sure, he's got no hope." and "Where's the police and ambulance."

This is why cops on the freeways now go by way of passenger side in some areas...I feel bad for this man. RIP, traffic officer.
