seems like maybe the bike had motor trouble, the passenger was clumsy(maybe drunk) when he disembarked, which triggered the hypervigilant/paranoid cop to open up.
can't really blame the cop, seeing as the setting is Brasil, but it looks like he fucked up, realized it, and took off in hopes he would never be "fingered", as the brits say

That reading is a possibility. But, yes, in Brazil "shoot first, ask questions later" is the mantra for survival.

It's probably more likely that the cop actually had his window down deliberately to lure in the robbers, if that was the case, and had the gun ready to go once said robber/s approached. That would scream of premeditated murder wouldn't it. Regardless of the intention of those would be robbers, the cop just staged it to kill people (scum in his eyes). Unless people go around holding their guns while driving.... Sheeesh

But why would having the window down be any more likely to "lure" would be robbers? You can see a gun pulled on you through a closed window as well as an open one, and either submit to being robbed or (if armed) start shooting. I don't think that the prospect of the breaking of window glass while shooting (or while being shot at) is likely to be a major consideration in such circumstances.
