That is how Mayor Guliani cleaned up New York City. He had police arrest the turnstile jumpers in the subways. Turned out it was these scumbags going out and committing most of the crimes. Arresting them for that prevented other crimes around the city. A former NYPD officer Dan Bongino explained how they need to go back to this!
